In a large pan saute onions, garlic, carrots, red pepper in the olive oil and butter on medium heat. Add black pepper, salt, seasoning salt, lemon pepper & celery salt. Saute until vegetables are softned. Add the white wine stirring for 5 minutes. Place ground beef or steak in pan and cook until browned. Add ( reserved potato water from boiled potatoes), beef boullion cubes stirring until dissolved. Cook for 10 minutes on med/low. Slowly Add potatoes and heavy cream. Simmer for 10 min. then add sour cream stirring mixture slowly until heated. Simmer for 10 Min. Add Cornstarch and water mix until you reach the desired thickness of gravy.
